1. Conduct all labor standards compliance monitoring in accordance with the City’s Labor Standards Policies and Procedures. Ensure subrecipient/City compliance with all applicable laws including but not limited to California Prevailing Wage Law, Davis Bacon Act, Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, and Section 3 of HUD Act of 1968. 2. Collect all labor compliance related information for all projects subject to labor compliance and monitoring. 3. Work with City or subrecipient to ensure (prior to releasing bid solicitations) each project’s Bid Specifications AND construction contract include the appropriate State California and Federal Davis-Bacon wage determinations and trade classifications for each project. In addition, ensure that the bid specifications AND construction contract include any applicable State and/or Federal forms including but not limited to: a. Federal Labor Standards Provisions Form HUD-4010 b. State/Federal Classifications wage determination sheet (contractor to complete) c. Section 3 Policy & Compliance Forms (contractor to complete) d. MBE/WBE Compliance Forms (contractor to complete)
