1.1. PROJECT REQUEST The City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Media Services Department request proposals from qualified Respondents to render certain technical or professional services ("Services") as set forth in this RFP to establish structured influencer partnerships to amplify city campaigns, enhance public engagement, and promote key initiatives authentically and effectively. The City of Detroit has identified social media influencers as an effective medium for engaging with diverse audiences, particularly in underserved demographics. By leveraging influences with established trust and community presence, the city aims to boost awareness and participation in city initiatives. 2.1. SERVICES TO BE PERFORMED The selected influencers will create and distribute content aligned with the City’s messaging and values, targeting Detroit audiences. Campaign success will be measured by engagement rates, reach, and positive comment analysis. Sign-offs required after delivery of reports. Campaigns will involve: • Content creation (videos, posts, story takeovers). • Multi-platform distribution (Instagram, TikTok, Facebook, etc.). • Report on campaign metrics. • Develop creative concepts. • Post approved campaign content. Excluded: Personal endorsements unrelated to City initiatives. Project Objectives • Increase engagement with City campaigns by 25%. • Foster community pride and awareness of Detroit initiatives. • Leverage analytics tools to track campaign performance. • Ensure influencers align with City values and audience demographics.
