OVERVIEW AND PURPOSE: The Illinois Department of Human Services (DHS) is seeking a vendor to source Medical Director Services at Alton Mental Health Center located as 4500 College Avenue, Alton, IL 62002. SUPPLIES AND/OR SERVICES REQUIRED: The vendor shall provide Medical Director Services for Alton Mental Health Center, 4500 College Avenue, Alton, IL 62002. 1.2.1. The vendor shall source, screen and present an Illinois-licensed physician, as needed, to provide services to the Alton Mental Health Center to ensure coverage. This includes verifying current and expired medical licenses and controlled substance registrations, verifying employment history from references, acquiring an AMA or AOA profile, and checking customary OIG websites for Medicare/Medicaid sanctions. This position is administratively responsible for overseeing all medical and psychiatric and nursing care treatment. Must monitor emerging evidence-based standards of practice for inpatient psychiatric care and supervises, trains and credentials medical staff. Reviews all restraint authorizations and critical incidents and directs, designs and implements policies and trainings as needed. Serves as Chair on various committees and provides consultation to other hospital administrative personnel on clinical, medical, and nursing issues. All Medical Directors referred by the vendor must have and show necessary qualifications outlined in 1.2.3 to perform required duties. Medical Directors are independent contractors of the Contractor and not subcontractors, agents, or employees. 1.2.2. Under administrative direction of the Alton Mental Health Center CEO, the physician serves as the Medical Director of Alton Mental Health Center; supervises medical staff; maintains the overall quality of clinical care provided to the individuals at the facility, including planning, staff administration and implementation of medical treatment regimens, individual care programs and services of the facility. Develops, implements, and monitors policies and procedures related to established standards for individual care, medical ethics and licensing/regulations. 1.2.3. Minimum Requirements of the Medical Director– Requires an Illinois license to practice medicine and an American Board of Medical Specialties Certification, or its equivalent, in Psychiatry. Requires three years of substantive medical administrative experience in directing, planning, and evaluating a medical/clinical program. Requires ability to supervise and coordinate staff and activities of other professional disciplines. Requires ability to develop and maintain effective working relationships with various professional disciplines. Verification of License and outlined experience above shall be provided by the vendor when presenting a qualified candidate. 1.2.4. Training will be provided to the Medical Director to facilitate requirements and infection control practices consistent with the Infectious Disease Control Policy. In addition, consistent with Center procedures, the Provider is required to receive a TB (Mantoux) skin test prior to staring the assigned duties or provide documentation of a test performed within the last ninety days prior to starting assigned duties.
