The Massachusetts Office of the Inspector General (OIG) seeks a qualified vendor to provide a web-based Software as a Service (SaaS) platform to provide applicant hiring, tracking and recruitment services. An Applicant Tracking System (ATS) will streamline and optimize recruitment and hiring procedures of the OIG and will support scalable workflows—from sourcing to onboarding—ensuring that hiring becomes a competitive advantage for the office. The OIG seeks a qualified vendor to provide an ATS SaaS platform that offers OIG users the following functionalities: 1. An intuitive, configurable, and user-friendly SaaS interface. 2. Configuration of hiring workflows to align with OIG's hiring needs. 3. Configuration of roles and permissions for HR teams, hiring managers, and interviewers. 4. Candidate sourcing tools and management. 5. Capability to connect and integrate the ATS to new and existing career pages, job boards, and external job postings. 6. Ability to use customer relationship management (CRM) features for tracking passive candidates. 7. Designing interview scorecards and customizable interview guides. 8. Evaluation tools to ensure consistent candidate assessments. 9. Automation of interview scheduling and feedback collection. 10. Creation and sending of offer letters and document management. 11. Integration with applicable systems like Microsoft Office 365, including calendar features and PowerBI, enabling smooth transitions to onboarding. 12. Configuration of onboarding workflows. 13. Configurable and ad-hoc dashboards and reporting for real-time hiring insights. 14. Tracking for key metrics such as time-to-hire, diversity, and source effectiveness. 15. Providing analytics for candidates’ application, hiring and interview histories.
