The proposed improvements consist of scarifying asphalt, concrete, and composite pavements to the depth specified in the contract documents, and disposal of the millings. City crews will perform the base preparation and resurfacing of the milled streets. The City will provide “No Parking” signs and any street or lane closure signage required for the affected street, but the Contractor shall be responsible for providing flaggers or any additional controls needed during the milling process. The Contractor shall provide sufficient haul trucks to prevent excessive delays. The work will be assigned to the Contractor in groups of streets as indicated in the contract documents. A notice to proceed will be issued individually for each group of streets. Following the notice to proceed, the Contractor will coordinate the work schedule with the Project Manager but will begin work on the group of streets not later than ten (10) working days following the notice to proceed. Liquidated damages in the amount of $500 per day will be paid to the City for each working day over ten that the work has not begun on each group of streets, and/or for each working day over the allotted number of days for a particular group of streets. The City will not issue a notice to proceed for a subsequent group of streets while another group is in progress without the Contractor’s consent and will work with the Contractor to the extent possible to accommodate their schedule. The City reserves the right to add or delete streets or portions of streets from those shown in the contract documents if deemed necessary. The City also reserves the right to add additional groups of streets to the contract as funding allows. Actual as-built quantities may vary from bid quantities. The Contractor will not be paid any premium for variations in streets or quantities.
