III. SCOPE OF WORK 3.1 Interested Consultants shall develop a team of professionals who are capable of offering the variety of services defined herein. 3.2 Services required under this contract may include, yet not be limited to: 1. Project Management: a. The CONSULTANT will be responsible for providing a monthly status report along with the monthly invoicing that details the month’s activities and report upcoming project milestones. b. The CONSULTANT will prepare materials and attend a project kickoff meeting with the COUNTY prior to initiating the conceptual design. c. The CONSULTANT will develop a project schedule to include a flow chart of activities and milestones. d. The CONSULTANT will coordinate with Lexington County and SCDOT as needed regarding the technical aspects and progress of the services. 2. Field Surveys: a. Field surveys will be performed to determine accurate elevations and locations of existing facilities, e.g., roadways, bridges, culverts, existing stormwater outlets, utilities, pavement markings and any other physical features needed for design and to provide ground controls for all design surveys. b. The CONSULTANT will perform the necessary research of properties within the project limits and research available SCDOT plans and other right of way information. The CONSULTANT will provide a property strip map with pertinent information. 3. Traffic Analysis and Modeling: a. The CONSULTANT will provide traffic analysis and modeling with information sufficient for the completion of the Interchange Justification Report (IJR) submittal to the Federal Highway Administration (FHWA). 4. Environmental Documentation and NEPA Compliance: a. The CONSULTANT will perform all work necessary to sufficiently document environmental impacts such as natural/cultural resources, endangered species, and wetlands or other waters of the United States. b. The CONSULTANT will coordinate with Lexington County and SCDOT to determine the appropriate level of documentation for NEPA compliance. 5. Conceptual Roadway Design: a. The CONSULTANT will provide conceptual roadway design plans conforming to the latest AASHTO and SCDOT standard practices. b. The CONSULTANT will develop and evaluate preliminary design alternatives and provide conceptual roll plots and cost estimates for the alternatives.
