The Housing Authority of the City of Middletown, Connecticut (the “Authority”) is seeking to contract through the competitive proposal process with one or more vendors (together, the “Contractor”) to provide housing consultant services including, but not limited to: a detailed analysis of its Housing Choice Voucher Program (HCV), Low Income Public Housing (LIPH) Program and its State of Connecticut Moderate Rental Program; making strategic improvement recommendations; providing assistance in the implementation of those recommendations; updating of the Authority Administrative Plan as well as its Admissions and Continuing Occupancy Plans to comply with HOTMA and incorporate necessary MTW provisions; etc. all as described in the scope of services in this RFP.
