The City of Palm Beach Gardens, with a population exceeding 60,000, operates under a CouncilManager form of government. The City is organized into various departments, including Police, Fire Rescue, Public Services, Purchasing and Contracts, Engineering, Code Enforcement, Building, Golf, Leisure Services/Recreation, Finance, Human Resources, Information Technology, Planning & Zoning, City Clerk, Legal Services, Communications, and Administration. The City is seeking to engage a qualified and experienced Employee Benefits Consultant to support the Human Resources Department in rate negotiations and the resolution of employee claims related to the Group Health Plan and Ancillary Health Benefit Plans. The goal is to ensure the City receives optimal value and service for the coverage provided. The City administers a self-funded Group Health Plan through Florida Blue, supplemented by various Ancillary Health Benefit Plans available to employees, retirees, qualified COBRA participants, dependents, and registered domestic partners. The Ancillary Health Benefits Plans include: • Life Insurance and Accidental Death & Dismemberment • Dental Insurance • Employee Assistance Program • Vision Insurance • Long-Term Disability • COBRA Administration • Flexible Spending Plan The health benefits cover approximately 600 employees and 80 retirees, insuring 1,638 lives. Actuarial services are required for determining annual premiums, fulfilling state reporting requirements, and ensuring compliance with GASB (Governmental Accounting Standards Board) reporting. The City intends to establish a contract starting May 1, 2025, with a fixed, non-commissionable rate for the Group Health and Ancillary Health Plans, guaranteed for five (5) years. No additional fees will be paid for extending or renewing carrier contracts, and all prices and rates must remain fixed for the duration of the contract. The current consultant, Gallagher Benefit Services, has an agreement expiring April 30, 2025, with no renewal options, requiring a new contract to ensure continuity of services. The City allocates $70,000 annually for employee benefits consulting services, which is used on a project fee-forservice basis.
