Task 1: Audience Identification and Needs Assessment: The consultant will conduct a needs assessment and identify the different audiences that should be priorities for using the Model Ordinance Clearinghouse. A sampling of questions would include, but are not limited to, the following: (1) who needs the service? (2) which types of ordinances do you not have on the books but would like to? Some of the likely audiences will be municipal jurisdictions, HOAs, planners, utilities, surface water managers, code enforcement, tribes, and engineers/contractors and the regulated community.
