In the past year, the City of Boston and the City’s four sworn police unions each agreed to terms on new ve-year collective bargaining agreements (CBA). The new agreements all include signicant operational reforms aimed at strengthening the City’s overall mission of community policing and enhancing public safety services for our residents. One such reform relates to the management of paid details for events, construction sites and other requests that involve trafc disruption on City roadways. Paid details are also used for many entertainment venues, licensed nightlife venues, and individual requests ranging from weddings to grocery and retail stores. The agreements expand opportunities for additional personnel, including non-BPD personnel, to participate in detail opportunities. Opening up the detail system to ensure that other workers can perform BPD security details and trafc control will ensure better coverage of details throughout Boston and safer, smoother trafc ow on our streets. It also creates economic opportunity throughout Boston’s neighborhoods as trained civilian personnel will have opportunities to earn income through detail work. The City of Boston seeks proposals from third-party administrators to manage additional personnel to participate in details. The scope of services, detailed below, includes recruiting, hiring, training, and managing civilian personnel. For Boston Housing Authority ofcers and other POST-certied personnel, the scope of services will be limited to coordinating payroll and other logistics.
