Hillsborough County intends to recommend the award of a five (5) year noncompetitive contract to Solar Turbines Incorporated, at a total cost of $3,736,295.52, for ongoing and as-needed maintenance, parts, and repairs to the County owned Solar Taurus 60 gas turbine generator set located at the Northwest Regional Wastewater Facility for the Water Resources Department. Services retroactively began on January 1, 2025, and continue through December 31, 2029. This procurement is being made in accordance with Section 3-208(15) of the County’s Procurement Policy and is considered a sole source due to Solar Turbine Incorporated, being the original equipment manufacturer and supplier for the installed gas turbine generator and services and parts are only reasonably provided by Solar Turbines Incorporated. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached Solar Turbines, Incorporated, full service agreement, Contract No. CS-NO24-82012, dated December 20, 2024, must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
