1.1. The awarded vendor shall provide, directly or through subcontractors, the services described in this section. The scope of services required under this RFP are broad and variable; as such, a specific project scope cannot be provided. Instead, all activities will be conducted under project-specific scopes of work developed by the selected consultants at the direction of NDEP at the start of each project. In general, the capabilities in the following sections are anticipated to be required. By no means is this to be considered a comprehensive description of the required services. 1.2. The Nevada Brownfields Program (NBP) assists communities in assessing, remediating, and promoting the sustainable reuse of brownfields. The state program is part of a national program whose intent is the redevelopment and economic restoration of abandoned, underutilized, or vacant properties that are contaminated, or potentially contaminated, with hazardous substances. The successful implementation of the program involves the coordination of environmental and economic development initiatives with extensive partnering of community groups, financial and business communities, real estate professionals, developers, lenders, and state and local economic and environmental agencies. 1.3. Successful brownfield projects are differentiated from typical remediation efforts conducted in the state by a strong national/Federal component and active local involvement. Community outreach and engagement are an integral part of all site-specific projects and the overall NBP . These requirements are in addition to those placed on all environmental investigations and cleanups conducted across the state under Nevada statutes and regulations. Consultants doing work for the NBP must be knowledgeable of and responsive to local issues during all assessment and cleanup projects and may be called on to serve as technical representatives in any community notification efforts. 1.4. From a national perspective, all brownfield projects receiving Federal funding, which the NBP fully relies on, must comply with the objectives of the brownfield’s concept defined by the Code of Federal Regulations (CFR). Each project should strive to be a model that promotes the unity of environmental and economic interests, meeting standards that satisfy both interests, including professionalism, timeliness, and innovation. The NBP must meet these national standards, and these requirements are passed onto those consultants who will be performing environmental assessments and cleanup activities under this RFP. Some of the Program elements that result from adherence to these national standards include: 1.4.1. Data quality requirements defined in the approved NBP Quality Assurance Project Plan (see Nevada Brownfields Program Quality Assurance Project Plan below); 1.4.2. Additional record-keeping, project tracking, and reporting necessary to support numeric evaluations of successful national and regional brownfield programs; and 1.4.3. The efficient and appropriate use of federal funds to leverage other private and public funding sources.
