The City is committed to equitable access and outreach to the most vulnerable communities of workers in low wage industries and immigrant workers, including those with limited English proficiency.1 The City encourages submissions that incorporate innovative strategies for providing information and claims navigation services to workers in specific low-wage industries where wage theft may be underreported. The NPO will leverage “worker centers”2 and the relationships and credibility within communities of workers in low wage industries, reducing barriers to accessing city enforcement and/or empowering workers to enforce their rights without City intervention. The NPO must demonstrate expertise in wage/hour law and navigating enforcement of employment laws, including through informal mediation, legal services, or government agencies. The services being provided must be available in satellite locations across the community, fostering comfortable community spaces that are accessible to community members (particularly non-English speakers) to walk-in, report violations of city labor standards, and receive information and training.
