The scope of services shall include a self-evaluation for all City facilities, property, ROW, programs, policies, and practices. An Illinois licensed Architect must oversee the review of all barriers identified in buildings and an Illinois Professional Engineer must oversee the review of all public rights of way. All City buildings, parks, property, and rights of way are to be included in the self-evaluation. This includes sidewalks, approximately 1,175 sidewalk ramps, shared use paths, traffic signals, parking lots, website, operations, buildings, and parks. In addition, the self-evaluation must include all of the City’s programs, activities, and services, as well as the policies and practices that the City has put in place to implement its various programs and services. The ADA Transition Plan must comply with Title II of the Americans with Disabilities act of 1990. The Project Manager must prepare for monthly progress meetings with City staff for the duration of the project. In addition, the firm selected must collect input from the general public, including a public meeting. The ADA Transition Plan must include a list of physical barriers in the City’s facilities that limit accessibility of individuals with disabilities, a detailed description of the methods to remove these barriers and make the facilities accessible, a schedule for taking the necessary steps, the name of the official responsible for implementation, a schedule for improvements to all barriers, and a record of the opportunity given to the disability community and other interested parties to participate in the development of the plan.
