Selected consultants will be expected to be able to access and review commonly used modeling software such as HEC-RAS, XPStorm, StormCAD, etc. as well as the Sacramento County hydrology calculator, SacCalc, Sacramento Area Hydrology Model (SAHM) and Low Impact Development credit and treatment sizing calculation spreadsheet. Consistent with the Sacramento County Drainage Study Requirements document, review times for large drainage studies will be discussed with the selected consultants before finalizing Scoping Agreements. For smaller drainage studies times should not exceed twenty (20) business days for initial submittals, and fifteen (15) business days for resubmittals. Occasionally, the selected consultants may be asked to support Agency staff with the following: - Review of improvement plans for development projects to ensure compliance with applicable standards and construction specifications. Review of improvement plans is subject to a formal 20-10-10 day review cycle (20 work days for initial submittals, and 10 work days for each subsequent resubmittal). - Hydrologic and hydraulic modeling efforts to determine floodplains. - Development of master drainage studies and/or updates to existing master drainage studies. - CLOMR/LOMR submittals to FEMA. - Attending meetings with the Agency and developers to discuss review comments. The selected consultants will be expected to conduct comprehensive reviews, unless directed otherwise by Agency, and to deliver clear comment letters. For modeling and master planning efforts, the selected consultants will be expected to work closely with Agency staff and to deliver complete drainage reports and electronic models, unless directed otherwise by the Agency. For all tasks, the Agency will ask the selected consultants to provide a time and cost estimate for approval prior to initiating the task.
