The Consultant shall provide professional aviation systems planning and engineering services and develop and prepare specialty studies in support of Georgia’s Aviation Program for the Georgia Department of Transportation’s Division of Intermodal to include the following: A. Aviation System Planning Studies - A Statewide Aviation Systems Plan Update shall consist of a detailed study of all general aviation and commercial public use airports in the State of Georgia resulting in the documentation of the airports and airport related facilities needed to meet the current and future air transportation needs of the state. The study will be conducted in accordance with Federal Aviation Administration (FAA) Advisory Circular 15/5070-7 including Change 1, The Airports System Planning Process (current edition). The study shall identify the aeronautical role of each airport and describe the development required at each, including timeframe and estimated costs. This study will serve as a blueprint to provide the State with the tools necessary to continue to improve Georgia's system of airports in a prioritized and cost-effective manner. Additional Systems Planning Studies may include examination of new issues relevant to the statewide aviation system. These specialized studies will be conducted in accordance with Federal Aviation Administration (FAA) Advisory Circular 15/5070-7 including Change 1, The Airports System Planning Process (current edition), and could include, but are not limited to: 1.
