Provide environmental laboratory analytical services to the Winnebago County Solid Waste Department (Winnebago County) in support of the Plan of Operation monitoring requirements at the Sunnyview and Snell Road Landfills. Monitoring currently occurs February through November and requires quarterly, semi-annual and annual sample analysis. Monitoring months and frequency may be modified based on regulation changes or site-specific needs. Provide all sample bottles necessary for the monitoring event with the appropriate preservative added. Provide a courier service for sample bottle drop-off and sample pickup. All laboratories intending to conduct analyses of environmental samples for Winnebago County are expected as a minimum, to generate data of known quality by maintaining the quality systems required to generate this data, and by having and maintaining the Wisconsin certifications for the test categories required by the Plan of Operation monitoring requirements further described in Exhibit C. Laboratories must assure consistency and promote the use of quality assurance/quality control procedures. Laboratory records associated with the analysis conducted for Winnebago County must be accessible, including raw and processed data associated with each analysis. Changes in standard operating procedures or the laboratory quality assurance plan shall be maintained during the period of time for which analyses are conducted for Winnebago County and for one (1) year thereafter. The laboratory shall notify Winnebago County of any changes in Wisconsin Department of Natural Resources (WDNR) certification within thirty (30) calendar days of such change.
