Serve as the Department’s representative on the project and faithfully represent the Department’s interest in all matters, with special emphasis given to issues involving public safety, quality, timely completion of the work, and financial responsibility. Exercise independent professional judgment in performing obligations and responsibilities under this Agreement. Pursuant to Section 4.1.5 of the Construction Project Administration Manual (CPAM), the authority of the Consultant’s lead person, such as the Senior Project Engineer, and the Consultant’s Project Administrator shall be identical to the Department’s Resident Engineer and Project Administrator respectively and shall be interpreted as such. Services provided by the Consultant shall comply with Department manuals, procedures, and memorandums found at the State Construction Office’s website. On a single Construction Contract, it is a conflict of interest for a professional firm to receive compensation from both the Department and the Contractor either directly or indirectly. Other projects developing within the geographical area of Escambia, Santa Rosa and Okaloosa County(ies) may be added at the Department’s discretion. The Consultant must perform to the satisfaction of the Department’s representatives for consideration of additional CEI services.
