The Town of Chelmsford, through its Department of Public Works, is seeking proposals from qualified professional engineering and architectural consulting firms for design, bidding, and construction administration services for the renovations to existing Fire Stations #3 (260 Old Westford Road) and #5 (295 Acton Road). To assist the Town in this effort, the Town is issuing this Request for Proposals (RFP) to solicit responses from qualified Bidders who can meet the project requirements stated herein. Below is a summary of the anticipated tasks and services required to complete the assessment, design, and construction administration services for the renovations to Fire Station #3 and #5. This scope should be viewed as the basic project framework. Consultants may expand on these tasks where applicable in order to include any additional services that they would consider to be essential to the success of this project. The Town will be providing an Owner’s Project Manager to assist through the design, bidding and construction process. This project is planned to executed as design-bid-build. 1) Data Information Gathering and Assessment Gather and review all applicable information and data available on the existing fire stations and sites. Verify existing building conditions, systems inventory and assessment, and dimensions as necessary. Obtain site topographic and utility survey at two locations. Conduct abatement and lead assessment as necessary. The latest assessments conducted are referenced in the above Project Background information. 2) Schematic Design Recommendations and Cost Estimates Upon review of the gathered existing condition information and previous assessment and background information, the Consultant will prepare recommendations for renovations for both Fire Stations #3 and #5. Preliminary layout were provided in the Project Background Information. These preliminary layouts were based on a very preliminary feasibility study. The Consultant shall verify the needs, existing conditions, and any other site constraints to develop their recommended schematic design. Both stick build and modular construction shall be considered in the schematic design. The Consultant shall review any permitting needs during this schematic design process. Cost estimates and estimated construction project schedules for these recommendations shall accompany the schematic design drawings. The Consultant will review the schematic design recommendations and provide comments before proceeding with the Design Development stage. The Fire Station staff will remain on duty during the construction. The design shall provide temporary services and utility connections to relocate the staff for the employee facility space (living quarters) during construction. 3) Design Development The approved design will require 30%, 75% and 100% Construction Document design plans, technical specifications, and cost estimates. The Town will provide comments to 30%, 75% , and 100% submissions. The scope will include all necessary trades (site, structural, mechanical, electrical, fire protection, etc.) for the renovations of the building. The designs shall meet federal, state, and local building code requirements including the local energy stretch code. The roofing design shall be designed so that solar panels can be accommodated in the future. The Design Consultant shall prepare and submit an NOI application for the Station #5 Project and attend any necessary NOI hearings. The Consultant shall provide technical specifications as well as General Conditions for the bidding of the project. The bid documents issued in accordance with and subject to MGL. 149 – Building Construction Contracts for projects estimated to cost over $150,000. The Consultant shall provide a digital submission as well as two hard copies of the bid documents for upload to the Town’s procurement website. The Town will hold the pre-bid meeting and the bid and sub-bid (as required) openings. The Consultant will assist with answering questions during the bidding process.
