The Commonwealth of Massachusetts’ Executive Office of Health and Human Services (EOHHS) is issuing this Request for Responses pursuant to 801 CMR 21, which governs procurement of services by Massachusetts state agencies, is seeking to procure a new, modern, and sophisticated Pharmacy Benefit Administration solution (PBA), along with a robust Rebate Management service and system, and a user-friendly analytics and reporting system to replace the legacy system and processes. EOHHS is the single state agency responsible for administering the Commonwealth’s Medicaid program and its Children’s Health Insurance Program (together, MassHealth) in accordance with M.G.L. c. 6A, § 16, Titles XIX and XXI of the Social Security Act, M.G.L. c. 118E and other applicable federal and state laws, regulations, waivers and demonstration projects. The new solution is expected to support EOHHS’ business needs of the Program. Bids must include a Project Work Plan (Project Schedule and Work Breakdown Structure (WBS)) proposing a projected go-live date of January 23, 2027. The new solution will be collectively branded as MassRx.
