The contractor must provide one or more trained and certified pyrotechnicians to set up and fire the fireworks using state-of-the-art equipment to safely execute the pyrotechnic display in a controlled manner, compliant with National Fire Protection Association standards and working closely under the guidance and direction of the City of Passaic Fire Department and/or their designee. 11.1 Shells 11.1.2 All shells are to be full length, i.e., a three-inch (3") cylindrical aerial shell will be a minimum of three inches (3"). 11.1.3 No shells larger than Eight inches (8”) according to NFPA 1123-95 are permitted and all NFPA 1123-95 guidelines will be enforced by the City’s Fire Department. The assortment of shells and mines must not exceed 280 feet in distance, and should contain an array of chrysanthemums, peonies, crossette, and brocades in a variety of colors with special attention to red, white, and blues. Other types of special effects should include whistles, strobe, flashing light, sparkling light, twinkling stars, multi-breaks, sunflowers, comets, waterfalls, etc. with other multi-patterned shells, including newer pyrotechnic displays. Other items such as: Diadem fan shells, Titanium salutes with colored tails, kamuro overlays, box devices, Z-Pattern box items, etc. are encouraged as new displays.
