A. Project Management and Administration: 1. Provide oversight and coordination. 2. Provide appropriately qualified staff to support the project. 3. Create, monitor, and update project schedule. 4. Schedule and conduct project meetings, prepare and distribute meeting agendas and minutes, as required. 5. Provide coordination with the city representatives to ensure goals, intent and complete project understanding. 6. Provide coordination with outside agencies, as needed, to complete regulatory and environmental reviews. 7. Prepare and provide monthly invoices with progress reports and budget summaries. B. Design Services: 1.Prepare a 10-year Facility Plan, including all needed approvals. 2.Meet the requirements and codes for preparing a Wastewater Treatment Plant Facility Plan including complying with the latest Washington State Department of Ecology, City, County and State requirements. 3.Conduct site visits, review record drawings and other available documentation, gather field data, etc., as needed. 4.Permitting: Identify permits required, including timing and cost. 5.Description of existing facilities (including flows, loads, population). 6.Description of performance deficiencies or problems. 7.Identifying current and future needs (equipment, technology, system upgrades, staffing, etc.). 8.Description and evaluation of alternatives; Identifying wastewater treatment plant processes capable of meeting the City’s permit requirements. 9.Identify and recommend funding sources including descriptions, timing, limits, requirements, and applicability to City’s project needs. 10. Prepare a Capital Improvement Plan for proposed improvements including schedule and costs.
