he County of San Diego (County) is seeking a qualified contractor (Contractor) to conduct a Feasibility Study (Study) to establish a community land trust (CLT) for the unincorporated community of Spring Valley in San Diego County. This Study is one element of a larger effort by the County and five community-based organizations called Sustainable Environments & Engaged Development Strategies (SEEDS), funded through a California Strategic Growth Council Transformative Climate Communities (TCC) Planning Grant. As defined by the California Community Land Trust Network, a community land trust is a “non-profit organization whose primary mission is to provide and steward land and properties for the benefit of its low to moderate-income community members through a ground lease that ensures permanent affordability.” The Study is to include an inclusive and comprehensive analysis specific to the characteristics of the Spring Valley community. It should consider land availability and feasibility, building and development costs, demographics, population, and economic viability.
