Handling includes but is not limited to: the temporary stockpiling of contaminated, non-hazardous materials generated from excavation; movement and /or relocation of any container or storage tanks that contain contaminated, non-hazardous materials to be transported off-site; and application of any and all measures necessary to mitigate odors and dust within and from leaving the immediate Work area. Contaminated, non-hazardous material to be reused on site as suitable backfill shall be placed and paid for under the contract item “Unclassified Excavation”. Loading includes, but is not limited to: temporary stockpile, a storage tank and/or a container onto a licensed waste transporter to be brought to an off-site facility for disposal. Characterization includes, but is not limited to: sampling waste materials, preparing sample shipping containers, transporting those containers to an ELAP (Environmental Laboratory Approval Program) certified laboratory, and analyzing the materials for proper transport and disposal. Sufficient samples shall be collected by the Contractor for any testing required by the proposed waste disposal facility and applicable permits and regulations and/or based on observations of gross soil contamination (e.g., petroleum staining, odors) in the field at a particular location as directed by Parks. Parks may request random samples to be taken and tested at the Contractor cost to verify Contractor’s test results.
