The Carroll County Board of Commissioners through its Recreation Department seeks a qualified professional consultant, either as an individual industry expert and/or a firm that specializes in the zone of commercial lighting and commercial electrical facilities for the purpose of evaluating existing infrastructure, preparing all applicable documentation, and overseeing the awarded RFP winner(s)’ implementation of new lighting for multiple recreation fields. Owner intends to immediately engage the successful electrical wiring and consultant firm for the assessment of the current sports field electrical facilities to provide a strategy for the repair, replacement, or upgrade of any damaged or substandard facilities, provision of a lighting design for new LED sports field lighting, drafting RFP(s) for the construction and installation of the provided design, overseeing the bidding process, and managing the construction services for the installation of the electrical facilities and LED sports field lighting. It is expected the proposer will work closely with contractors and any other consultants engaged by the Owner and in the best interest of the Owner and the Project. Carroll County is requesting proposals from qualified firms interested in providing the County with the aforementioned services and as noted below. The general scope of work shall include but is not limited to the following: 1. Evaluating current electrical infrastructure and future needs through on-site visits; 2. On-site meetings with recreation staff to determine the needs and expectations for new field lighting; 3. On-site meetings with County staff determining long term in-house maintenance expectations; 4. Designing new LED sports field lighting to be installed at the Carroll County Recreation Fields; 5. Determining and implementing the appropriate RFP process for contractors to implement the recommended electrical facilities and LED sports field lighting installation; 6. Preparing all RFP bid documents, subject to Owner review, to ensure competitive responses within the allotted budget and proper adherence to County policy and state protocols; 7. Provide professional assistance during the RFP process including the pre-bid meeting and meetings, review of the RFP submittals with recommendations to the Board of Commissioners for the purpose of awarding said contract(s); 8. Such assistance shall require impartiality on the part of the proposer and any perceived conflict of interest will require recusal from the decision making process; 9. Coordinate with surveyors, other engineers and other professional services. The County may retain these services separately or require proposer to provide such services; 10. Provide Project cost estimates and facilitate coordination with contractors; 11. Provide guidance and documentation to assist with obtaining necessary construction and environmental permits; 12. Ensure compliance with federal, state, and local regulations throughout the Project; 13. Implement quality control procedures to ensure the Project meets all required safety and operational standards; 14. Perform regular on-site inspections during construction to verify adherence to design drawings and specifications; and 15. Utilize expertise to add and/or enhance any additional steps necessary to ensure a successful process for the benefit of the County.
