Project management and reporting 3.1.1.Develop and maintain a project schedule. 3.1.2.Source, hire, and manage a team of sub-contractors to complete specialized aspects of the project (abatement, demolition, etc.) 3.1.3.Coordinate with all stakeholders, including the State, local authorities, and subcontractors. 3.1.4.Manage project budgets, ensure efficient use of funding, adherence with all hiring and equality provisions, and contractors to remain on track towards a timely completion. 3.1.5.Prepare regular payment requisitions to the State at defined intervals and provide all supporting documentation necessary for the State to ensure continuance of FEMA funding. 3.1.6.Conduct regular project team coordination meetings as needed and work with State staff to prepare regular progress reports. 3.1.7.Document all phases of project including inspection, abatement, demolition, C&D material removal, and site remediation. 3.1.8.Complete all Local, State, and Federal reporting requirements with special attention paid to all FEMA requirements. 3.2. Pre-construction activities 3.2.1. Investigation and Survey of Asbestos/Hazardous Materials (as needed) 3.2.1.1.Implement and oversee asbestos/other hazardous materials inspection and survey activities on an as needed basis. 3.2.1.2.Ensure asbestos inspection and building materials survey satisfies the requirements of the United States Environmental Protection Agency's National Emission Standard for Hazardous Air Pollutants (40 CFR Part 61), the Vermont Regulations for Asbestos Control (VRAC) (V.S.A. Title 18, Chapter 26). 3.2.1.3.Ensure asbestos inspection and building materials survey is conducted in a manner sufficient to identify all suspected asbestos and hazardous containing materials that may be present at the project site. 3.2.1.4.Ensure asbestos inspection and building materials survey quantifies the amount of those materials if identified and includes recommendations for their proper removal and disposal, including cost estimates for abatement. 3.2.1.5.Note: Asbestos/other hazardous materials assessments may have already been completed for some properties or are in progress and will be made available to bidders before starting work.
