1.0 Purpose WIFA, in conjunction with ADEQ, is seeking Contractors to carry out projects and activities to address PFAS in small or disadvantaged public water systems. The State anticipates awarding contracts with multiple contractors under the terms of this request for proposals (“RFP”). Each Offeror must demonstrate in its offer that it meets the minimum qualifications, or its offer will be disqualified as non-responsive. If the minimum qualifications are met, Offerors may be placed on the WIFA’s Qualified Vendor List and may sign the Master Agreement. Offerors who do not sign the Master Agreement will not be eligible to receive work. The State does not guarantee placement on the Qualified Vendor List nor does the State guarantee an otherwise qualified Offeror will be invited to sign the Master Agreement. ADEQ will select the most appropriate Contractor to work with a specific public water system based on cost, location and availability. These services will be utilized by WIFA/ADEQ on an as needed, if needed basis. There is no guarantee that any firm listed on the Qualified Vendor List will be awarded an engagement during the term of the Qualified Vendor List.
