1. Pre-Advertise/Pre-Award Activities. Assist the Department with the pre-advertise/pre-award activities on an as-needed basis, including, but not limited to, the following: a. Provide quality assurance/quality control and plan review for the Project, including structural plans, specifications, item quantities, and cost estimates, and provide a list of items to the Department’s Project Manager on potential conflicts, claim avoidance, constructability issues, value-engineering opportunities, and consistency between the plans, specifications, and estimates, prior to advertisement. b. Review contract documents to identify errors and omissions in contract Special Provisions and recommend revisions. c. Evaluate bids received. d. Review Resident Engineer files and Inspector(s) files, which will include Design Engineer memos to Resident Engineers, and technical reports and studies. e. Prepare a Resident Engineer’s project schedule that includes all preconstruction and utility relocations by others, and notification timelines noted on all permits, agreements, and contract documents. Upon receipt of consultant’s schedule, evaluate and confer with the consultant regarding workability of the schedule, or suggest changes that may improve the schedule, and update Resident Engineer’s schedule. f. Prepare project instructions and establish proposed contract administration and recordkeeping procedures (including Resident Engineer and Inspector’s notes and diaries / reports) to be used during construction for review and approval by the Department’s Project Manager. g. Attend meetings with the Department and Design Engineer to discuss design features. The intent of these meetings is for the Resident Engineer and Inspector(s) to engage in a questionand-answer sessions with key staff, and review contract administration procedures, etc. h. Establish an outline of dispute resolution with consultant’s methodologies, policies, and procedures and comply with any applicable state or federal laws regarding resolution of claims. The outline shall be reviewed and approved by the Department’s Project Manager. 2. Preconstruction Phase. Prepare agenda, attendee lists, and meeting minutes. Organize and lead the preconstruction conference with the awarded contractor. 3. Construction Management and Oversight. Serve as Resident Engineer and Inspector, overseeing all project construction activities and maintaining close coordination with the Department’s Project Manager and Design Engineer. Provide technical and administrative management services for the project, provide coordination and oversight of all activities related to the construction of the project, maintain close liaison with the Department’s Project Manager and Design Engineer, and send copies of all correspondence to the Department’s Project Manager. 4. Resident Engineer. Perform the duties of Resident Engineer and Inspector(s), including, but not limited to, the following: a. Construction inspection including structures, shoring and welding, b. Design and calculation review for structures, c. Tracking of and calculating contract item pay quantities and processing contract pay estimates, d. Processing monthly status reports, extra work reports, and weekly statements of working days, e. Preparing and processing the contract change orders, f. Shop drawing reviews, g. Monitoring the construction budget and schedule, h. Preparing / maintaining / filing Project documents (including daily logs / reports of construction activity) including labor and equipment records, correspondence, memoranda, meeting minutes, claims, personnel records, labor compliance reports, and daily, weekly, and monthly reports, i. Provide Geotechnical and Materials Testing Services, j. Generate and maintain records of all necessary geotechnical and material testing work, and any other necessary work, conducted for the project in accordance with the requirements of the project Special Provisions, County’s protocol, and to meet requirements from any other applicable agencies. k. Coordinating and providing oversight of materials sampling and testing, and l. Monitoring the consultant’s performance to ensure compliance with project plans, specifications, estimates, permits, and agreements. Resident Engineer duties shall be performed in conjunction with the Caltrans Construction Manual and the Caltrans Standard Specifications utilized by County. Additionally, record videos and take photos of the work being performed on a daily or weekly basis, showing the controlling items of work being performed, and inspection and materials testing work being performed for those items of work. 5. Public and Agency Communication. Act as liaison between the Department and the public, respond to questions and complaints from the public and other agencies regarding construction activities, and be available for public meetings, etc.
