The Westchester County Department of Social Services (the “Department”), on behalf of the Westchester-Putnam Workforce Development Board (“WPWDB”), invites price quotations from qualified agencies (“Proposers” or “Respondents”) to operate the Westchester Volunteer Tax Preparers for the 2025 tax season. This program is provided by a grant awarded by the United States Internal Revenue Service and Westchester County. The contract period is January 1, 2025 to October 31, 2025. The Proposer will be expected to train appropriate staff and volunteers according to all relevant Internal Revenue Service (IRS) and New York State Department of Taxation and Finance (NYS DTF) guidelines so as to provide high-quality tax preparation services. Volunteers who assist the taxpayers with tax law must complete sixteen hours of training and pass the basic or advance level of the IRS Link and Learn Taxes.
