The City of Asheville has a Fleet of approximately 1,200 assets that includes approximately 35 Fire and Emergency Apparatus with additional assets currently on order and we expect our fleet to expand in the future. The City presently operates out of 13 Fire Stations. Our Fleet includes but is not limited to KME, Pierce, E-One, Freightliner and Ford. These vehicles use a variety of drivetrain components from companies such as Cummins, Caterpillar, Detroit and Ford, as well as Pumps from Manufacturers such as Hale and Waterous. Many of these vehicles are equipped with specialized equipment to meet a variety of needs throughout the city. Selected vendors will be expected to complete any and all requested or reported repairs necessary to restore the vehicle to its optimal working condition in terms of durability, functionality, and safety. It will also be expected that during the course of repairs that the vendor will advise of any additional or future needs to prolong the service life of these vehicles. Additional care MUST be placed on inspecting the apparatus to find potential problems and corrections prior to component failure, resulting in the apparatus or equipment being out of service. All such repairs will be completed in accordance with or shall exceed industry standards in effect at the time of repair. The City’s Fleet Management will arrange delivery and pickup of vehicles from the vendor's facility. The majority of the vehicles in question are front line responders and so timely repairs are critical in returning the City’s vehicles to service. If the workload of the vendor is such that timeliness is not possible the City reserves the right to award to another vendor. Fleet Manager or their designee may also negotiate with the vendor on a timeline that meets the needs of both parties. Being selected as an on call vendor does not guarantee that the City will issue any work orders. The City intends to evaluate the proposals and develop a list of providers to perform the necessary work on an as-needed basis. Selected vendors will be asked to enter into a contract with the City to provide on-call services identified, at the shop labor rate bid, on a rotational basis determined by availability. If work is needed, the City will issue a purchase order to whom the City deems to do the work at the City’s sole discretion.
