Task 1.0 Project Management This task focuses on effective communication and coordination of the contract work to maintain the project deliverables within the project schedule and project budget. Regularly scheduled meetings with City staff; virtual or in-person (assume one per month). Task 2.0 Public Engagement and CommunicaƟons Task 2.1 Community Survey & Online Interactive Map Conduct a community survey at the start of the project to gauge top priorities for design considerations. City staff will be responsible for mailing out the survey information created by the Consultant. Optional Task: Provide online interactive mapping for community members to make comments or voice concerns. Task 2.2 Public Engagement Meetings The City is anticipating two (2) in-person public engagement meetings to be included in the scope of work. The first meeting would identify the needs of local stakeholders and community members and gauge design and aesthetic elements. The second public engagement meeting would be scheduled after alternative layouts are completed and reviewed by committees and all comments from the survey, mapping, and first public engagement meeting are addressed. City staff will be responsible for mailing the open house invitation created by the Consultant. Task 2.3 Committee Involvement An ad-hoc committee consisting of City staff, elected officials, and/or community members will be held periodically to review design alternatives and discuss public feedback. The consultant shall be present at such meetings to address comments or questions and to implement design considerations as directed by the committee. The consultant shall anticipate two (2) in-person committee meetings for attendance. Task 2.4 Webpage Materials Provide materials for the project webpage. City staff will be responsible for the management of the webpage on the City’s website. Task 3.0: Preliminary Design Preliminary design is assumed to be 15% design and does not include utilities. Task 3.1 Alternative Layouts & Renderings Provide up to three (3) 2D preliminary layouts shaded to represent material selections and urban design/landscape elements. A typical section for each alternative should be provided. Optional Task: Provide 3D renderings of each alternative specific to the Locust Street corridor. Task 3.2 Urban Design Material Selections Provide documentation showing specific design elements relevant to each design alternative as needed, including but not limited to, planters, seating, lighting, special concrete sidewalk, wayfinding, etc. The documentation should include information on specific vendors and item numbers. Task 3.3 Reporting Prepare a maximum 10-page report detailing the processes and procedures used in selecting the final layout. Assume one (1) presentation to the Common Council after the final layout has been chosen. Task 3.4 Traffic Study Conduct a traffic analysis within a one-block radius of Locust Street between First Street and Third Street, including intersections to the north and south (9 intersections total). This task should include the following: One-way alternative of Locust Street, including an analysis of converting Walnut Street to a one-way in the opposite direction. Crash history analysis and safety improvement recommendations. Signal timing optimization (2nd Street/Walnut Street and 2nd Street/Vine Street) Task 4.0: Cost EsƟmaƟng Task 4.0 Cost Estimate Provide a cost estimate for each alternative layout, not including utilities. City staff will provide standard bid items and average unit pricing.
