The work involves installation of two whitewater structures within the Winnipesaukee River, along with channel shaping, bank terracing, and trail construction. The City is collaborating with Mill City Park at Franklin Falls, a 501(c)3 non-profit corporation formed to develop the project. The project begins approximately 1,000 feet southeast (upstream) of the Sanborn Bridge which carries Central Street/US 3 over the Winnipesaukee River and ends slightly downstream of the Sanborn Bridge. The Whitewater Park incorporates the existing Trestle View Park and the Winnipesaukee River Trail (WRT) into the project design. Most of the construction for the Whitewater Park will be within the banks and bed of the Winnipesaukee River; the NH Department of Environmental Services and the US Army Corps of Engineers have issued permits for the work. Construction is anticipated to begin during low-flow summer conditions in July 2025.
