1.2 Purpose The purpose of this Request for Proposals is to obtain competitive proposals from qualified individuals and firms to provide complete historical datasets, GIS data covering each of the major aquifers and futile call areas, a plan to develop data in areas lacking historical data, and development of data through well drilling and aquifer tests. The Department reserves the right to add additional goods/services that would be seen as a natural extension of this procurement over the term of this award. The goals of CDSS are to: 1. Develop accurate, user-friendly databases that are helpful in the management, administration and allocation of the waters of the State of Colorado. 2. Provide data, tools, and models to evaluate alternative water administration strategies, which can maximize utilization of available resources in all types of hydrologic conditions. 3. Be a functional system that can be used by decision makers and others and be maintained and upgraded by the State. 4. Promote information sharing among government agencies and water users.
