Proposals are being sought to furnish and deliver Program Year 2025 HOME and Homelessness Trust Fund Program Activities in accordance with the guidelines outlined herein. Municipalities, for-profit, and non-profit entities are eligible to apply for the HOME Program. Applicants also have the option to have their proposal considered for funding through the Somerset County Homelessness Trust Fund, provided that the proposed project meets the Trust Fund eligibility criteria. Please note that only municipalities and non-profit entities are eligible to apply for HTF funding; for-profit entities are ineligible to apply for HTF funding. Non-profit entities that apply to receive funding from the HOME Program Community Housing Development Organization (CHDO) set-aside must submit the appropriate Certification or ReCertification along with the application. Applicants to the Somerset County HOME Program and the Homelessness Trust Fund must make a presentation to either Committee in April 2025 (exact dates will be sent in advance of the meetings). Presenters can use no more than four PowerPoint slides as a visual aid. Although a specific proposal and its proposed costs must be reviewed for eligibility, the following activities are generally eligible to receive HOME funds: 1. Real Property Acquisition 2. Assistance to Homebuyers 3. New Construction 4. Rehabilitation of non-luxury housing which may include: -site improvements -demolition -other expenses which may include financing costs 5. Operating Expenses of Community Housing Development Organizations (CHDO) 6. Developer fees no greater than 10% of the project total.
