Due to the specialized nature of hazardous material assessment and remediation, the Department needs expert services on a frequent but unpredictable basis. The services are frequently small in scale and short in duration. Because the need for these services can cause delays in projects schedules the Department has developed this term agreement for hazardous waste related work. Tasks include but are not limited to building and property Phase I and Phase II site assessments, development of project designs for remediation work and maintenance of remedial systems, and technical support and oversight of capital New York State Department of Transportation Page 2 construction and maintenance work involving hazardous materials remediation, including but not limited to petroleum, chemical and biological/medical contamination. These services shall also include environmental site assessments that conform for the most part to ASTM E 1527-05, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process, and also to ASTM E 1903-97, Standard Guide for Environmental Site Assessments Phase II Environmental Site Assessment Process. Services may also include remedial design, construction inspection for contracts that involve removal or remediation of contaminated materials, and various other related expert services that may arise. All work performed by the consultant at the consultant's initiative shall be within the current project scoping limits and the study limits specified in the current scope of services. Due to potential hazards associated with hazardous material encounters, certain assignments determined by the Department to require immediate attention will require that the Consultant commence work within 48 hours of receiving the assignment. For all other assignments, the Consultant must commence work within 10 business days of receiving the assignment. Work assignments under this term agreement will be made based upon an evaluation performed by the managing Program Area. The evaluation will be based on the staff requirements, consultant staff experience, consultant staff availability and project location.
