The purpose of this Request for Proposals (RFP) is Washington County seeks to partner with an independent, third-party consultant for assistance with evaluating the needs of the County enterprise, defining the functional and technical requirements, and guiding the county through their selection process of a sustainable ERP system. The ERP assessment project objectives include: Support the County Board’s strategic plan with improved quality and accessibility of data to support decision making and following industry best practices. Assess our current HRIS system environment to select a new HRIS system that is a right fit for the county that aligns with business needs. Assess our current financial system environment to potentially select a new financial system that is a right fit for the county if it aligns with business needs. Guide in the selection of a system that provides Any Time Any Where access to employee selfservice, manager self-service, and payroll services utilizing a SaaS model. Guide in the selection of an ERP solution that provides ease of use, integration with other county systems, improved automations, flexible and robust reporting, and increased data accessibility and security. Identify areas to improve and automate approval workflows; decrease cost and time of transaction processing. Improve and broaden internal controls. Improve citizen service and provide citizens with self-service capabilities and manage citizen payments in one single portal. Improve data integrity and security.
