The Contractor will create a comprehensive strategic plan that outlines the legal and organizational framework required for SGDC’s nonprofit incorporation. The plan must provide a roadmap for governance, stakeholder engagement, and sustainable operations to ensure SGDC’s capacity to support ongoing grid modeling services for rural utilities and other stakeholders beyond the project’s grantfunded period. In addition to developing the strategic plan, the Contractor will actively guide and manage the entire process of forming SGDC as a nonprofit entity. This includes handling incorporation procedures, ensuring compliance with nonprofit regulations, and establishing foundational governance structures that represent SGDC’s diverse stakeholders, which include rural electric utilities, research universities, energy tech startups, and entrepreneurial centers.
