Agency is seeking consultation from a firm with expertise in health plan finance, operations, public finance and policy. Proposer will provide actuarial and macroeconomic analyses of plan drafts, and offer ongoing policy and strategic support. Agency will use the research and consultation provided by Proposer to make recommendations on the best structure for a statewide universal health plan. Agency will be responsible for making the final decisions on the structure and elements of the plan, based on recommendations from Committees of the Board. The resulting Contract from this RFP will provide a Contractor who can provide the following major areas of support to the effort to develop a Universal Health Plan: 1. Committee Staffing – Contractor will work with the Agency and UHP project team to support four Committees (community engagement and communications is not included in the requested Services) to provide the health research and policy analysis necessary to make recommendations to the Board. 2.
