The Illinois State Board of Education (ISBE) is seeking proposals from qualified vendors for services to assist ISBE with designing and implementing an employee engagement survey. The purpose of the survey is to measure employee engagement, attitudes, perceptions, and commitment level toward the organization, leadership, their roles, and the customers they serve in accordance with the Scope of Work specified in this Request for Proposal (RFP). Results will enhance capacity and provide internal coaching to help people advance within the agency This solicitation aims to secure a capable vendor to conduct an employee engagement survey that prioritizes anonymity, inclusivity, and relevance. The engagement survey results will provide a baseline for future comparisons, measure and drive improvements and changes in engagement and organizational culture, and inform and further develop strategies for training and development. The successful vendor will partner with ISBE in determining final survey requirements and interpreting results, and may be required to participate in presentations to leadership and employees across ISBE. An award will be made to the vendor that demonstrates experience and expertise in designing, conducting, analyzing, and communicating employee engagement survey results; proposes reasonable fees; and meets the requirements of the RFP. The employee feedback survey creation, administration, and related consultation services will be performed by the end of fiscal year 2025 (June 30, 2025). The selected vendor will create an employee feedback survey for 500 ISBE employees, assist ISBE in administering the survey, analyze and benchmark the responses, and assist ISBE leadership in evaluating the data. This is the first time the agency has requested these specific services and it is seeking an experienced vendor.
