Owensboro Municipal Utilities (OMU) is requesting bids for the purchase of a three phase medium power transformer to step down 69 kV transmission voltage to 13.8 kV distribution voltage and rated 15/20/25 MVA, 55/65° C temperature rise. This unit will be evaluated on losses as contained within this specification and includes delivery and installation on the owner’s pad at the substation. A substation layout of the transformer pad is separately attached as “Exhibit A” to show the 90° turn required from the high side to low side bushings. Transformer shall be designed, constructed, and tested in accordance with the latest version of ANSI C57.12.10- or the latest revision of the applicable IEEE, ANSI, and NEMA standards; exceptions to these standards are only acceptable if the requirements set forth in this specification exceeds these standards. Strict compliance to these standards and the specifications set forth in this document shall be followed unless specific exception is presented, explained, and accepted by OMU. Transformer shall be complete with thermally upgraded insulation system, bushings, and all other parts for continuous operation at the manufacturer’s specified ratings without loss of life expectancy. Manufacturer rating shall be provided with quotation. Unit shall be of new condition. Unit should be free from rebuilt, used, remanufactured, or reconditioned parts.
