• Develop high level financial analysis in coordination with programming, design and engineering analysis of sites identified by the HHA, • Participate in strategic financing discussions both internally and externally, • Identify a menu of public and private financial tools and sources and grants available to HHA (or its non-profit entity) for development activities for both rental and homeownership, • Research, identify and propose non-traditional forms of funding, • Provide expertise in structuring the project to provide affordable options to very lowincome families, • Work with HHA to develop a realistic timeline and phasing plan for the key sites, • Assist HHA in discussions with funders to align resources and timing with HHA development planning, • Assist with preparation and/or evaluation of mixed finance proposals, • Provide tax credit analyses and related financial analyst services, • Develop alternative financial plans/programs/structures; develop financial models and make recommendations, • Evaluate the physical development, acquisition and/or redevelopment plans from a financial and overall development perspective, • This analysis will include scenarios that may vary by tenure type, income mix, unit size, and subsidy program. • Prepare preliminary budgets to test feasibility and guide planning and design work. • Prepare development budgets on an ongoing basis based on changes in the financing, development costs, interest rates or other variables, • Prepare applications for funding from various sources, • Analyze the risks and other financial implications of terms and conditions required by investors or lenders, • Develop and implement tax-exempt financing options, • Review transaction documents, • Assist HHA in preparing and reviewing evidentiary documents, • Appear before Board of Commissioners, as requested.
