Specifications include, but are not limited to: 1. Blockchain-Native Registry Development a. Design and develop a FOSS-based, open, and permissionless blockchain registry system for DAOs that provides a transparent and secure method for managing registrations, annual renewals, and deregistrations. b. The blockchain platform must be permissionless – allowing any person or entity to participate in validating and transacting on the blockchain- and open-source, ensuring that the public has full access to review and verify the system’s source code and operations. c. Ensure compliance with all relevant laws under RSA 301-B and allow for public transparency of DAO data, including the public listing of DAOs as specified in RSA 301-B:14 and RSA 301-B:15. ; 2. USD-Backed Stablecoin Payment System a. Implement a system allowing the Secretary of State’s office to collect registration and annual fees in fiat U.S. dollars and USD-backed stablecoin (such as USD Coin and Tether). b. The proposed solution should allow for the immediate convertibility of USD-backed stablecoins into fiat US dollars through a third-party payment processor with minimal conversion costs. c. Ensure the system is secure, reliable, and compliant with relevant financial and regulatory requirements, including anti-money laundering (AML) and know-your-customer (KYC) protocols, where applicable.
