The City of Springfield and the Springfield-Greene County Park Board would like to move our variable and part-time employees’ timesheets away from paper forms to an electronic method. Currently, employees record their time on paper timesheets, which are then collected and reviewed before supervisors approve them. Once approved, the accounting staff process the information by data entry into the City’s Oracle software. No paper timesheets will be required upon implementation of this solution as all employee time will be captured electronically and transferred to the Oracle payroll module. 2.0 GENERAL REQUIREMENTS 2.1 Allow for mileage/odometer readings. 2.2 Automatic notifications to supervisors via email or text regarding incomplete timesheets and deadlines. 2.3 Can roll over supervisors’ permissions in the event of vacation or out of office, multiple layers of approval. 2.4 Must allow for attestation signature or indication before submitting timesheets for approval. 2.5 Must be able to collect time if connection to database is unavailable and be able to upload data once connections are reestablished. 2.6 Must be able to geofence locations to ensure staff is clocking in at appropriate locations. 2.7 Must be able to use IP addresses to ensure staff is clocking in at appropriate locations 2.8 Must offer and APP for iOS and Android devices. 2.9 Role and permission settings. 2.10 Staff can review timeclock data before submitting for approval. 2.11 Staff can select appropriate job classifications when clocking in. 2.12 Supervisors can post notifications for employees as they clock in to the system. 2.13 Time Collection. 2.14 Time collection devices should also include web-based options. 2.15 Time collection devices that can support PIN, Biometrics, badge readers and RDFI. 2.16 Time collection devices that can use ethernet, Wi-Fi or cell service. 2.17 Unlimited number of projects and grant fields. The City utilizes a six-digit code to track projects and grants. Employees need to ability to enter time for multiple projects and grants over the same two week pay period. 2.18 Ability to prevent an employee from clocking in without approval, if the total number of current hours meets a threshold.
