The Project will develop an updated TSP and draft implementing regulations that include: • Goals, policies, performance measures, and implementing regulations that support the City’s Comprehensive Plan and create a safe and reliable multimodal transportation system that supports a thriving economy; • Standards and solutions to develop a safe, efficient, multimodal transportation network based on the needs of existing and planned land uses; • A transportation system funding and financing strategy to support the development of the identified transportation system; and • Analysis and documentation to demonstrate compliance with all applicable requirements to support adoption of the TSP, including local criteria, Oregon’s Transportation Planning Rule, and relevant Statewide planning goals and administrative rules. The Project will support key outcomes, including: • Identify, map, and assess existing transportation, transit, mobility, and parking facilities; • Identify appropriate Transportation Options (“TO”), Transportation System Management (“TSM”) and Transportation Demand Management (“TDM”) techniques; • Identify how the investments and policies in the TSP support a path to reach the regional greenhouse gas (“GHG”) emissions reduction target, including adopting required performance measures and targets...
