1. Develop and update the airport’s five-year Capital Improvement Plan (cost and estimated quantities). 2. Update the NPIAS Needs Worksheets (cost and estimated quantities). 3. Update the Overall Development Objective (ODO) Data Sheets (cost and estimated quantities). 4. Prepare and submit all project programming documents, as required by FAA. 5. Prepare and submit preliminary engineering reports including geotechnical investigation, topography, and site surveying 6. Evaluate structural load bearing capacity of existing pavement and replacement of asphalt pavements with concrete. 7. Prepare and submit Conceptual Design of pavement sections for forecasted loads/traffic and cost estimates. 8. Prepare and submit final design including construction plans and specifications for bidding, engineer’s opinion of project cost based on designed quantities, project implementation schedule, construction phasing, and safety plan for FAA approval. 9. Develop construction plans and specifications in accordance with FAA advisory circulars. 10. Update Disadvantaged Business Enterprise Program and Goals 11. Provide overall construction and grant administration and comply with all requirements of FAA and ODAA. 12. Provide overall construction oversight to ensure compliance with FAA standards. 13. Prepare and submit to FAA an updated Airport Layout Plan reflecting the as built geometry of the airport on completion of projects. 14. NEPA Coordination with resource agencies.
