During the construction of the project 19th Avenue will remain accessible to residents needing to enter their driveways, as well as emergency vehicles. There are 40 driveways/alleys with access from 19th Avenue on the project. The construction is planned to be broken up into six stages. Northbound and Southbound 19th Avenue traffic will be detoured around the site for the duration of the project. The Contractor will be required to adhere to the following staging plan: • Stage 1 Construction - As shown on the plans, the underground utility improvements are to be constructed on 19th Avenue from Madison Street to Oak Street. During this stage, temporary road closures and traffic control, such as closures to through traffic, will be necessary during the day to construct these improvements. All access to driveways are to be restored at the end of the day. Any temporary road closures are to be taken down at the end of the day. On-street parking shall be accessible to one side of the street at the end of the construction day. It is anticipated that multiple construction crews will be needed to work simultaneously on different parts of the project to complete this stage and the project, such as completing water services and proposed combined sewer work at the same time or water services and proposed storm sewer work at the same time. Water main installation is to be completed first in order to allow for the water services to be completed in a timely manner. Once water services are able to be installed, after pressure test and approval of chlorination and operating permit, the contractor shall make it a priority to begin installation of those services. Temporary access to businesses and residents will need to be maintained. During this stage, work shall consist of proposed repairs to the combined sewer, watermain and water service line improvements, storm sewer improvements such as catch basins and inlets as shown in the utility plan. Trenches that cross 19th Avenue shall be capped with asphalt at the end of the construction day. Construction work on Warren Street will only be allowed during the hours of 9am-2pm when school is in session. School is anticipated to be in summer recess between June 15, 2025 and August 15, 2025 in which there will be no work restrictions during summer recess dates. Access shall to intersection or crossing shall be restored and accessible outside of these hours. • Stage 2 Construction – During this stage concrete curb and gutter, sidewalk and driveway removal and replacements on the west side of 19th Avenue will be completed. Northbound and Southbound 19th Avenue traffic will be detoured around the site. During this stage temporary road closures may be necessary to construct the west side concrete improvements. Any temporary road closures need to be taken down at the end of the day. Once driveway access to individual residential homes has been removed, the contractor shall restore access in 14 calendar days with new concrete improvements. On-street parking will be allowed on the east side of 19th Avenue during this stage which residents without access to driveways will be required to utilize until the improvement is complete and access is restored. The contractor will be required to remove or bag any existing no parking signage to allow for parking. The gap between the new curb and the existing pavement shall be filled with temporary aggregate to restore access to properties. Construction work on Warren Street will only be allowed during the hours of 9am-2pm when school is in session. School is anticipated to be in summer recess between June 15, 2025 and August 15, 2025 in which there will be no work restrictions during summer recess dates.
