Through this RFP, HCDD is seeking Proposals from vendors to provide recruitment, facilitation, and ongoing support services for the Housing Services Advisory Group (“HSAG”). At this time, the County intends to award funding to one vendor to perform these services. The HSAG is one part of a housing and homeless services advisory structure and will work in concert with a Community Homelessness Advisory Board, an experienced body of nine members who are leaders in their respective fields. The HSAG is envisioned to be a larger membership than the Community Homelessness Advisory Board and will represent the breadth of local communities and organizations concerned with homelessness and housing issues in Clackamas County. Members of the HSAG may include homeless service providers, individuals with lived experience of homelessness or housing insecurity, mental health and addiction service providers, physical health providers, law enforcement, partner jurisdictions in urban, suburban, and rural Clackamas County, Continuum of Care representatives, peer support providers, the faith community, the business community, the philanthropic community, school districts, youth service providers, multi-family housing providers, workforce development partners, and County program partners. Two working subgroups within the HSAG will be 1) the Continuum of Care Steering Committee, guiding funding decisions for the Clackamas County Continuum of Care, and 2) the Lived Experience Council, informing program delivery from the lived experience perspective of homelessness or housing insecurity. In addition to recruitment, facilitation, and ongoing support of the HSAG, the successful Proposer will also launch and support the Lived Experience Council.
