The purpose of this Request for Proposals (RFP) is to seek competitive proposals from qualified vendors to provide for Program Administration Services for Part 2 of North Carolina General Statute 58, Article 44, that created a non-adversarial mediation program (“Program”) to facilitate the effective, fair and timely handling of insurance claims disputes that follow property damage caused by disasters. The availability of the Program is triggered by a state of disaster being proclaimed for the State or an area within the State by the Governor under G.S. 166A-19.21, or by the President of the United States issuing a major disaster declaration for the State or for areas within the State under the Robert T. Stafford Relief and Emergency Assistance Act, 42 U.S.C. § 5121, et seq., as amended. The North Carolina Department of Insurance, or its designee, is responsible for administering the Program and plans to identify a Vendor who will provide these services when the need arises.
