Regulatory compliance assistance with all federal, state, and local agency permits and documents issued for the Project. Consultant should outline and provide a monitoring and reporting strategy for compliance with the following: o NEPA/CEQA o U.S. Fish and Wildlife Service Biological Opinion o Nation Marine Fisheries Service Biological Opinion o California Department of Fish and Wildlife (1602 and Incidental Take Permits) o U.S. Army Corps of Engineers o Regional Water Quality Control Board (WDR) Survey, Monitoring, and Reporting (Pre/During/Post Construction) o Biological construction surveys, monitoring, and services for pre-construction wildlife and botanical surveys in support of and in adherence to all federal, state, and local regulatory permits issued for project activities (In water work, tree removal, clearing and grubbing, grading, etc.) including but not limited to. Special status wildlife species (protocol-level Swainson’s Hawk), special status plants, nesting bird and raptor surveys, bat habitat surveys, etc. o On-site environmental awareness training in support of all pre-construction and during construction monitoring activities. o Preparation of construction monitoring reports, photo documentation, and coordination with resource agencies for pre, during, and post construction monitoring reports suitable for submittal to regulatory agencies, including CDFW. o Archeological monitoring and reporting services for all construction activities to ensure compliance with AB-52 and Section-106/SHPO requirements for the Project. Including but not limited to the evaluation of discovered artifacts and onsite monitoring during construction and other ground disturbance activities. Assist District and USACE in communication with Tribal representatives during monitoring activities. Schedule o Prepare a schedule indicating all surveys, report deadlines, milestones, and other relevant dates per the project requirements. Clearly indicate any activities that must be performed by others (outside of the consultant’s firm or their sub-consultants). Indicate any necessary actions that must be completed prior to consultant’s activities and when they must be finished and received to hold schedule. Project Coordination o Assist District with project coordination and reporting related to all phases of monitoring and surveying listed previously. Attend online and field meetings as necessary, prepare meeting minutes and notes for distribution to District staff and attendees.
