1. Task 1: Locust St. Design a. Data Collection and Survey – Collect any data needed to design the layout and profile of the street extension. The City will provide shapefiles for existing utilities. b. Certified Survey Map (CSM) – Draft a CSM for the new West Locust Street alignment to establishes its Right-of-Way (ROW). c. OOPC – Provide a detailed Opinion of Probable Cost for the construction of the new section of West Locust Street. d. Street Design – Design the West Locust Street segment and sidewalk/multi-use trail(s) between South Grove Street and South Apollo Road (see map below). This design will need to incorporate reconstruction work on South Appollo Road by others expected to be completed in summer 2025 (plans available to firm with successful proposal). e. Watermain Design & Permitting – Design watermain to be installed in the W Locust St ROW to connect the existing watermains in South Grove Street and South Apollo Road, and obtain a WDNR water extension permit. f. Stormwater Design and Permitting – Design adequate stormwater treatment for the project satisfying both DNR and City stormwater management requirements, and obtain all required state and federal stormwater permits as necessary. g. Construction Documents: Prepare a complete set of construction documents suitable for public bidding and construction. 2. Task 2 - Alternate: West Locust Street Pre-Construction a. Bidding – Prepare the required public notice, bidding documents, and let the project. b. Contract Prep – Prepare the required contract documents for the project, and collect the required submittals. c. Construction Surveying – Provide construction surveying and staking for the successful bidder of the construction project. 3. Task 3 - Alternate: South Apollo Road Paving Design a. Data Collection and Survey – Collect any data needed to design the proposed profile for the new pavement. The City will provide shapefiles for existing utilities. b. OOPC – Provide a detailed Opinion of Probable Cost for the grading, shaping, and paving of South Apollo Road. c. Design – Design an asphalt road and ditch profile for the existing gravel section of South Apollo Road from the River Falls Wastewater Treatment Facility north to the existing urban street section (approximate location shown in map below). d. Construction Documents: Incorporate anticipated work on South Apollo Road into construction documents shall Task 3 be selected. 4. Task 4 - Alternate: South Apollo Road Pre-Construction a. Bidding – Include the South Apollo Road construction in the public notice, bidding documents, and letting for the West Locust Street project. b. Contract Prep – Include the South Apollo Road construction in the contract documents and required submittals for the West Locust Street project. c. Construction Surveying – Include the South Apollo Road construction surveying and staking with those for the West Locust Street project.
